The trust level is very high in Taiwan. People leave their helmets just sitting on the seats of their scooters. The bicycles are unlocked, the one in front has the saddlebags on. I can't get used to it; I still chain my bicycle to a post and take all my stuff with me (I appear to be the only one...). Amazing for a city of 10 million people.
